KEY AREAS OF ACCOUNTABILITY
Support the delivery of effective Programs, in both development and humanitarian contexts, by:
- Supporting the development of systems and processes for the implementation of M&E policy and procedure based on Care International best practice, developing frameworks to integrate impact assessment and learning and knowledge management into the programme and project cycle;
- Supporting CARE staff and partners and building their capacity in M&E issues and in the management of information systems, such as the development of required formats, frameworks for evaluation, qualitative documentation of outcomes and impact of projects;
- Maintaining a tracking spreadsheet for M&E activities and events – baselines, assessments, reviews, evaluations – tracking trends and recommendations, progressing their implementation where appropriate;
- Coordinating the sharing of learning related to M&E practices across the program, encouraging consideration of results both between and within partner organizations, and providing support when internal/external reviews, evaluations, and lessons learned exercises should be employed;
- Contributing to the design of M&E methodology and child-focused indicators and to the promotion of child participation in M&E planning and accountability, including in the Child Rights Convention (CRC) reporting process;
- Support the implementation processes to review the quality of existing project data, information collection methods and the suitability of the existing data for the provision of sound baseline information;
- Lead compilation of data and reporting on CARE global indicators and total reach reports for Central South Somalia area
Complying with and promoting all CARE INTERNATIONAL policies such as Child Safeguarding

Project Monitoring and Evaluations
- Assist in the revision of the project log frame matrix, particularly in the areas of performance indicators and their measurement;
- Assist in the development and/or finalization of the project Work Plan and keep it updated in accordance with project activities and timeframes as relevant.
- Develop the overall framework, for project M&E, for example mid-term project review, impact assessment, final evaluation, develop project Performance Monitoring Plan with relevant data collection systems.
- Review the quality of existing data in the project subject areas, the methods of collecting it, and the degree to which it will provide good baseline statistics for impact evaluation.
- Develop baseline data for each project component and for all project indicators.
- With collaborating partners, review their existing approaches and management information systems and agree on any required changes, support and resources.
- Develop a plan for project-related capacity-building on M&E and for any computer-based support that may be required.
- Organize and undertake training with collaborating partners on M&E as required.
Duties and Responsibilities:
- Coordinate all Education and Development Projects and bring together to form coherent and efficient whole
- Carry out verification process and select YEP beneficiaries in close collaboration with NRC, MOE and community committees through documented process and procedures and intervention sites within the settlements in accordance with criteria set out.
- Sensitizes communities and target groups on the YEP concept
- Collect and document yep learner’s data ie enrolment, attendance, dropout and submit to NRC on monthly basis.
- Conduct natural resource survey in SOOL and SANAAG regions as a baseline assessment and data gathering in close collaboration with MERCYCORPS
- Develop the project plans and ensure that the Somali Interactive radio instruction program (SIRIP) project meets its objectives.
- Collect updated lists of learners in SIRIP project and report to EDC
- Monitor all materials of SIRIP project like Radio, guide books, alphabetic books and story books
- Oversee the implementation of projects within the agreed plans and budgets
- Ensure timely procurement, development and distribution of training tools, educational materials and equipment’s
- Monitoring and evaluation of projects
- Liaise with UN agencies and other donors
- Produce monthly, milestone and final reports
